  • Unlock 2.0 guidelines: Gyms, schools remain closed; night curfew relaxed, more domestic flights soon

    The Union Home Ministry has announced guidelines for Unlock 2.0 and said it has decided to open up more activities outside the containment zones, while maintaining that there shall remain strict enforcement of lockdown in the containment zones.

    The new guidelines issued today for Unlock 2.0 will come into effect from July 1. The government said with this, the process of phased re-opening of activities in the country has been further extended.

    “The new guidelines are based on feedback received from states and UTs, and extensive consultations held with related central ministries and department,” the government said in a statement.

    The central government’s announcement of Unlock 2.0 comes at a time when three of the most affected states–Maharashtra, Tamil Nadu and West Bengal–have announced an extension of the lockdown. The Maharashtra government today issued an order saying lockdown in the state has been extended till July 31.

    WHAT WILL BE ALLOWED IN UNLOCK 2.0

    1) As per the Unlock 2.0 guidelines issued today, domestic flights and passenger trains will continue to be allowed to operate in the country in a limited manner. The government has said it will further expand their operations in a “calibrated manner”.

    2) In Unlock 2.0, the government has said it is further relaxing the timing of night curfew. The new timings for night curfew are: 10 pm to 5 am.

    “Further, relaxations in night curfew have been given for seamless operation of industrial units in multiple shifts, movement of persons and goods on national and state highways, loading and unloading of cargo and movement of persons to their destinations after disembarking from buses, trains and airplanes,” the Unlock 2.0 guidelines said.
    3) The government has given some relaxations to the number of people that can be present inside a shop at a time. In Unlock 2.0, shops depending upon their area, can have more than five people persons at a time. However, all of them will have to maintain adequate physical distance.

    4) Training institutions of the central and state governments will be allowed to function from July 15 onwards. The government said SOP in this regard will be issued by the Department of Personnel and Training.

    5) In regards to international air travel, the Unlock 2,0 guidelines say these air travels have been allowed in a limited manner under the Vande Bharat mission. However, further opening up will take place in a calibrated manner.

    列车车厢改装成急救站

    在新德里多数医院出现不堪重负现象后,当局将废弃的列车车厢以及旅店和会议大厅改建成临时病房,收治新冠病毒患者。为此,需要大量医护人员。而正如新德里卫生部长西索迪亚(Manish Sisodia)所说,这恰是眼下最大问题:”人手不足是个大问题,我们需要专业医护人员。没有哪种卫生系统会被预设应对这种规模的大瘟疫。这样的情形100年来未发生过。”

    谁有钱,立刻就能得到检测机会

    库马尔(Pradeep Kumar)抱怨说,穷人得不到什么帮助。怀孕的妻子检测呈阳性后,他马上将妻子送入了医院。他看到,病人的浴室极脏,入院两天后,妻子还没能看到过医生一回,病房里还躺着另外6名妇女,而医护人员们的那种举动,”就好像她们都是麻风病人”。

    来自新德里、被确诊感染新冠病毒的健身教练库玛(Manoj Kumar)说,他和很多人一样曾在医院外排长队,等很多个小时才能就医。他抱怨说,那些开豪车的病人,总是立刻能得到救治。

    “富人们立刻就能进医院挂号就诊,我看到,那些医院门卫收了钱,就让这些人进去。其他人则要等数个小时。而有一些人根本就没钱买吃的”,库玛说。

    多数地区仍放宽措施–尽管感染病例增加

    尽管感染人数继续上升,全国范围内确诊病例已超50万,印度一度实施的全面”停摆” 却继续被放宽。目前,理发馆、美容店,还有健身中心,也恢复了营业。

    不过,在若干城镇和地区,限制措施重又严格起来。例如,当地新感染数量急剧增加后,南部千万人口都市钦奈(Chennai)恢复实施”停摆”。

  • Goat to be kidding: WATCH daring animal rescue in India

    A video of the daring rescue of a goat from a deep pit in India, requiring a great deal of teamwork and a bit of acrobatics, has gone viral. Viewers were amazed by the bravery of one of the men.
    Footage of the incident, shared online by Hardi Singh, a police chief in the State of Assam, shows an impromptu rescue team trying to reach for an animal stuck inside a narrow hole in the middle of a field. It turned out to be too deep, and one young local volunteered to be lowered into the pit.
    Two others held the rescuer by his legs, as he tried to grab and ultimately pull the goat out. The animal was apparently not very pleased with its experience, and dashed into a field right after the rescue.

    The exact purpose of the hole remains a mystery, but the video shows other similar openings nearby, suggesting they may have been dug for fence posts. Singh called upon the authorities to locate the holes and get them covered to avoid similar mishaps in future.
